APMA Advocacy Win: CMS Removes CPT® 11042 from WISeR Model

  • Jan 5, 2026

Following APMA's formal request in October 2025, the Centers for Medicare and Medicaid Services (CMS) released an updated version (Version 3.0) of the WISeR Model Provider and Supplier Operational Guide which removes CPT® 11042 (debridement of subcutaneous tissue) from Appendix B.

Prior to this change, the Operational Guide incorrectly classified CPT® 11042 as an "associated" service with skin substitute application. CMS's decision to remove CPT® 11042 reflects meaningful engagement with APMA's clinical and coding expertise and ensures that patients will continue to have access to medically necessary, standard of care wound treatment in states impacted by the WISeR model.

For additional background and details on the WISeR Model, including APMA's extended video overview, visit APMA's WISeR Model Resource page. Members can also view all resources related to skin substitute policy changes at www.apma.org/SkinSubstitutes. Contact the APMA Advocacy Department with any questions or concerns.

APMA will continue to monitor implementation of the WISeR Model and advocate to ensure patient access to appropriate and necessary wound care.
