APMA Partners With Other Physician Groups to Oppose Modifier 25 Cuts

  • Aug 10, 2026

The Centers for Medicare and Medicaid Services (CMS) recently published the proposed rule for the Calendar Year (CY) 2027 Medicare Physician Fee Schedule, which included a proposed 50 percent cut for services reported on the same day with Modifier 25. APMA and other medical specialty societies have formed the Same Day Care Coalition, to oppose this proposal. In addition, APMA is meeting with congressional podiatry champions and reaching out to Trump Administration officials.

Head to APMA’s eAdvocacy Action Center to urge your lawmakers to contact CMS and prevent the proposal from being finalized. APMA has also created a letter you can send directly to CMS urging them to withdraw the proposal.

APMA is also working with Congress to stabilize Medicare physician payment. Take action today and urge your member of Congress to cosponsor and pass the bipartisan Patients First Act (HR 9693), which would provide an annual inflationary payment update, increase the Medicare budget neutrality threshold, and reform MIPS to reduce administrative burden and better support solo practices.
