How a Bill Becomes a Law Members Only Content

As a general rule, a member of the legislature offers legislation, or bills, for consideration. The ideas for bills come from a number of places: something may have happened in the last year that inspires new legislation (for instance, an increasing number of adverse events occurring in physician-owned health-care facilities gives rise to a bill imposing a moratorium on future development of physician-owned health-care facilities); changes in technology dictate a change in state law; or most importantly, a constituent (like you) wishes to address a specific issue through the legislative process.
